His Excellency's Library, and for other public purposes, is undoubtedly a great desideratum; it will be the only building for such purpose in this Colony, which, in this respect, contrasts very unfavourably with other Colonies under the crown of Great Britain. According to the plan prepared by direction of His Excellency, the capital laid out on the building will bring good interest, and thus also add to the Revenue of the Colony.
82. The formation of a Railway having been recommended by the Committee before alluded to, £1000 for Railway purposes will be necessary.
83. £210 for repairing the various public buildings in occupation is a moderate sum, particularly in a climate like this.
84. For the first time since the establishment of this Colony, so large a sum as £816 is estimated for Educational purposes; £165 having been the largest amount previously estimated, viz., for the current year. The Government educational establishment consists of seven native schoolmasters, and one instructor in English in the school at Hong Kong, the other schools are at the villages of Tshikwan, Anckewan, Aberdeen, Broughty,
